What type of system do you use to manage your data? We use Banner at our institution (large university) and draw the data out in a budget report using ODS/Cognos. (We used to use EReports, which is fairly popular.) It truly depends on what type of database you use! A lot of systems can draw out information using MS Access reports.
We use an Excel spreadsheet for budget projections on the departmental level. My former administrative manager came up with the template and we modify it for our needs. Essentially it’s broken up into Budget Load (total operating budget), less Personnel Budget, less General Expenditures (everything non-personnel), equals the bottom line. We also use it to calculate salary savings and include any income we may have coming in as well. It takes time to build, but Excel can garner wonderful results.
When all else fails, hire a consultant to assist developing one for the needs of your company that you can use on your existing software!
